The Ministry of Education (MoE) sees the need to observe
changes and current trends in the global education development hence this
encourages the people to examine the development of the country's education
system compared to other countries.
This was highlighted by the Minister of Education, Pehin
Orang Kaya Seri Kerna Dato Seri Setia (Dr) Hj Awg Abu Bakar bin Hj Apong at
the launch of the Strategic Plan Book of the Ministry of Education for
2012-2017.
He said that in developed countries, the adaptation of
approaches and best practices are normally strengthened through research
which has helped these countries to find out the extent of which their
approaches and practices truly gives an impact.
Based on this, the Ministry of Education sees the need
and significance to continuously strengthen strategies for performances and
achievements that can hopefully be attained. In line with this, the ministry
should make changes to fulfil this purpose through the Ministry of Education
Strategic Plan 2012-2017.
Taking into account these aspects, the Ministry of
Education's Strategic Plan outlines strategic focus areas, namely teaching
and learning excellence; professionalism and accountability as well as
efficiency and innovativeness.
Highlighting on perspectives, strategic objectives and
key performance indicators, the minister said in the strategic plan, the
focus has been adapted via four perspectives namely finance, customers,
internal process, teaching and learning. From such perspectives, 14 strategic
objectives have been identified using the Kaplan and Norton approaches,
"Using the Balance Scorecard as a Strategic Management Tool".
No matter how the targetted strategies are attained,
there is a need to assess our weaknesses and strengths by adapting Key
Performance Indicators. Through this, it could become a benchmark to see the
achievements and capabilities of the Ministry of Education. Hence, the
ministry has set up 18 Key Performance Indicator departments under it, not
excluding teachers at schools and institutions.
To support the efforts towards the implementation of
strategic plan, the ministry has outlined several educational projects under
the 10th National Development Plan (2012-2017), which could become a catalyst
for the smoothness and achievement of the strategic plan.
Earlier, the Acting Deputy Director of the Department of
Planning, Development and Research at the Ministry of Education, Awg Janidi
Jingan cum chairperson said this forward-looking effort is towards the vision
of the Ministry of Education which is 'Quality Education towards a Developed,
Peaceful and Prosperous Nation' and in carrying out the mission to provide
'Holistic Education to Achieve Fullest Potential for All'.
The production of the Strategic Plan Book for the
ministry has undergone several processes of formation by using two
approaches: top-down and bottom-up discussions. The strategic plan is a
continuous effort and acts as a follow-up to the previous Strategic Plan (2007-2012)
which concluded on March 31, 2012. The launching marks a historic milestone
as the Ministry of Education has decided its way forward in the next five
years.
Strategic Management Approach used in the last five years
has assisted in planning and implementing efforts of the Ministry of
Education to become more proper and arranged.
The ceremony was also highlighted with the presentation
of strategic plan books to the deputy minister of Education, permanent
secretaries, deputy permanent secretary, the vice chancellor of UBD, acting
vice chancellor of ITB, the acting rector of UNISSA and other senior officers
of the ministry of Education.
